On the night of February 17, a group of Ukrainian drones attacked the largest oil pumping station "Kropotkinskaya" of the Caspian Pipeline Consortium (CPC). Approximately 80% of oil from Kazakhstan is transported through the CPC.
Representatives of the Russian shareholder of CPC – "Transneft" – labeled this attack a terrorist act and stated that such assaults are unacceptable.
The General Director of CPC, Nikolai Gorban, presented a report on the damages to the "Kropotkinskaya" station, the current state of the equipment, the status of work on dismantling the damaged equipment, and the status of contractor mobilization.
“The Consortium shareholders expressed their readiness to provide support on any issues related to the repair work, which is expected to take about two months,” the statement released by CPC said.
Previously, "Transneft" reported that due to the station's repairs, the volume of transportation of Kazakh oil would decrease by 30%. Meanwhile, the Ministry of Energy of Kazakhstan stated that there are no restrictions on Kazakh oil from the CPC, and acceptance is proceeding according to schedule.
The President of Russia, Vladimir Putin, suggested that foreign investors in the CPC bring equipment for the repair of the pumping station to Russia, despite sanctions. Later, in an interview with journalists, he stated that the attack by Ukrainian drones on the CPC appeared to be coordinated actions with Europe. The Ministry of Foreign Affairs of Kazakhstan mentioned that they would discuss the attack on the pumping station with the Ukrainian side.
The majority of CPC shares are controlled by Russia, which owns 24%. Kazakhstan is represented by "KazMunayGas," which holds 19% of the shares. Additionally, shares are owned by American companies: Chevron Caspian Pipeline Consortium Company (15%) and Mobil Caspian Pipeline Company (7.5%). The Russian company "Lukoil" owns 12.5%, while the joint venture Rosneft-Shell Caspian Ventures Limited (Russia and the UK) holds 7.5%. Among the shareholders are also the Italian company Eni International N.A. N.V. S.ar.l. and the British BG Overseas Holdings Limited, each owning 2%. The remaining shares belong to Oryx Caspian Pipeline LLC and Kazakhstan Pipeline Ventures LLC, each holding 1.75% of the shares.
At the CPC marine terminal, 63 million tons of oil were shipped in 2024. Revenue from oil transportation through the system for 2024 amounted to $2.3 billion, with $1.3 billion in dividends paid. As of February 23 of this year, 9.8 million tons of CPC Blend oil have been shipped from the CPC marine terminal on 89 tankers.
