Deputy Maggeramov calls for a ban on gender reassignment surgeries in Kazakhstan.

A member of the People's Party, Maggeram Maggeramov, has called for a ban on gender transition in Kazakhstan. He stated that such practices contradict the culture, Kazakh traditions, and common sense.

Maggeramov recalled the words of President Kassym-Jomart Tokayev regarding the preservation of traditional family values in the country.

“Considering the rich history of our country, the question arises about the acceptability of gender reassignment for individuals with gender identity disorders. According to the RK Code 'On the Health of the Nation and the Healthcare System,' individuals with gender identity disorders who are 21 years or older and are capable, excluding those with mental or behavioral disorders, have the right to change their gender,” he emphasized in his parliamentary inquiry.

In the opinion of the deputy, the very concept of “individual with a gender identity disorder” already implies the presence of some kind of disorder.

“Given that these individuals do not have physical anomalies, it is reasonable to assume that the disorder lies either in the psyche or in behavior. Accordingly, it cannot be justified to perform hormonal and surgical interventions on a healthy person with mental health issues, bringing their body to a state that, according to the person diagnosed with a 'disorder,' aligns with their distorted realities,” stated Maggeram Maggeramov.

He added that the desire to change one’s gender is driven by “ideas unacceptable to Kazakh culture.” He demanded that the government respond to the following questions:

“How have you implemented the national project 'Healthy Nation' if you allow a conflict between common sense and permitting the transformation of a man into a woman and a woman into a man through surgical gender correction? Why is behavioral/mental disorder treated surgically in our country? Do such manipulations contradict the fundamental medical principle 'Do No Harm' and the moral health of the nation?”

The deputy called for a ban on gender reassignment surgeries until the legislation is amended.

It should be noted that since 2019, the WHO has officially ceased to classify transgender identity as a mental disorder, and it is not included in the International Classification of Diseases ICD-11.

Previously, Maggeram Maggeramov stated that foreign sponsors, such as USAID, finance “women's marches and lesbian parades” in the center of Almaty. He spoke out against the promotion of foreign ideologies that corrupt the youth of Kazakhstan.
