“Cameral control is carried out by reconciling information obtained from various sources with the data reflected in the business activity declarations, the declarations of the individual, and the reports of tax agents,” the committee's response states.
The tax authorities also relied on information from authorized government bodies and data from other documents related to the taxpayer's activities.
If specialists notice discrepancies in the figures, citizens will receive notifications. Kazakhstani citizens are required to appear at the State Revenue Committee (SRC) within 30 working days, as explained by the committee.
What the SRC recommends bloggers do to resolve tax issues
If citizens agree with the violations indicated in the notification, they should:
- register with the tax authorities;
- submit tax reports according to the notification for the tax period related to the identified violations;
- return the VAT amount that the citizen previously received back upon request, as well as pay a penalty calculated for each day from the moment of VAT return, in accordance with paragraph 4 of Article 104 of the Tax Code;
- revoke, correct, or supplement the invoices issued electronically, in accordance with the tax legislation.
If citizens disagree with the SRC's claims of “medium risk,” they need to send explanations to the tax authorities regarding the absence of violations. If the SRC identifies violations of “high risk,” then documents related to the operations and transactions mentioned in the notification should be added to the explanations.
Explanations can be submitted in either paper or electronic form.
Paying taxes, fees, and other mandatory payments is a duty and obligation of every individual. The SRC noted that all individuals are subject to tax audits.
Earlier, “Kursiv” reported that the SRC sent letters to nearly 600 bloggers regarding unpaid taxes amounting to 53.3 billion tenge. Presumably, the list of “debtor bloggers” includes influencers Beibit Alibekov, Bayan Alaguzova, and singers Azamat Marklenov, Meirambek Bespaev, Aikyn, and Erke Esmahan. Information on how influencers reacted to the accusations of non-payment can be found here.
Later, it became known that the SRC retracted its notifications from 93 bloggers. It turned out that this happened due to a technical glitch. The influencers will receive the retracted notifications again for the same amounts, the tax authorities explained.
