Kazakhstan is integrating AI into its judicial system.

The government has addressed issues related to the development of justice bodies. The Prime Minister has instructed to reduce unnecessary expenses through digitalization, according to DKnews.kz.

At a government meeting chaired by the Prime Minister of Kazakhstan, Olzhas Bektenov, issues related to the development and digitalization of the justice system were discussed, in line with the President's objectives for reducing bureaucracy in the state management system to accelerate the country's socio-economic development.

The Minister of Justice, Erlan Sarsembayev, presented plans for modernizing the system, while the Minister of Digital Development, Innovations, and Aerospace Industry, Zhaslan Madiyev, reported on the digitalization of justice agencies. The floor was also given to the Chairman of the Republican Board of Legal Advisors, Serik Akylbay, the Chairman of the Republican Chamber of Private Court Executors, Aidos Imankulov, the Head of the Kazakh Society for Reprographic Rights and Works of Visual Art, Rinat Abdukhalikov, and leaders of Kazakh IT companies.

Currently, the Ministry of Justice provides 94 types of public services, 35 of which are fully automated. Minister of Digital Development, Innovations, and Aerospace Industry, Zhaslan Madiyev, informed the Prime Minister that over the past year, the population received more than 14 million public services, with 87.7% of them being in electronic format.

The Prime Minister emphasized the importance of simplifying bureaucratic procedures and implementing digital solutions in the justice system.

“At the extended government meeting, the Head of State highlighted the necessity of building a cohesive digitalization system across all sectors. This work is being carried out everywhere. The development and digitalization of justice agencies is a crucial process aimed at protecting the legitimate interests of the state, citizens, and businesses. A fundamental factor in this process is the development of artificial intelligence. This is one of the main methods of reducing bureaucracy. Therefore, it is essential to utilize the full potential of digital technologies to enhance the efficiency, accessibility, and quality of services provided,” Olzhas Bektenov said.

As an example of the launch of the “Robot – Court Executor” project, the results of using this innovation were reviewed. Since August 2024, over 125,000 documents have been executed, resulting in savings of 600 million tenge for citizens during the procedures. The Prime Minister instructed the Ministry of Justice to expand the list of executive documents processed in a simplified manner, which will improve the efficiency of executing court decisions.

Olzhas Bektenov stressed the need to reduce unnecessary expenses in the activities of the Ministry of Justice. It was noted that cost optimization should be achieved through the implementation of digital technologies.

“It is necessary to cut excessive expenses and unnecessary structures through digitalization. As a result, the efficiency of the state apparatus as a whole will increase. This applies to all government agencies,” Olzhas Bektenov stated.

The Prime Minister mentioned that systemic changes are needed in the notary sector, particularly regarding the improvement of the executive inscription mechanism to enhance the protection of the rights of individuals and legal entities. The Ministry of Justice has been tasked with ensuring the implementation of new approaches through legislative amendments. Additionally, the Prime Minister set the task of strengthening monitoring and coordination of norm-setting activities. Important directions remain digitalization and reducing bureaucracy, approaches that should also be applied in other government agencies. The importance of engaging professional communities, IT companies, and experts in this work was emphasized.

Olzhas Bektenov instructed to expedite the review of regulatory policy in the field of legal consulting, including requirements for qualifications, citizenship, and unified work standards. Coordinated proposals must be submitted to the government by the end of the first half of the year.

The Prime Minister also highlighted the importance of developing legal awareness and ensuring that citizens have access to legal information. To this end, it has been instructed to modernize the digital services “Әділет”, the Reference Control Bank, “E-ZanKomegi”, and “eOtinish”, as well as to accelerate the implementation of a chatbot for automated consulting. Overall, the Ministry of Justice, together with interested government agencies, needs to continue digitalization and the implementation of artificial intelligence elements, involving IT experts, reengineering business processes, and reducing bureaucracy.
