Deputy Head of the Committee on Legal Statistics and Special Accounts of the Prosecutor General's Office, Ruslan Alkenyev, noted that taxi licensing exists in Kyrgyzstan, a taxi law has been adopted in Russia, and there is state control over taxis in the USA and Azerbaijan.
He pointed out that Kazakhstan has already experienced a "bitter lesson" with driving schools when it abandoned state regulation, and now these mistakes "have to be corrected at the cost of people's lives."
A representative of the Prosecutor General's Office proposed creating a register of taxi drivers, from which drivers would be removed for serious violations.
"Given the accumulated problems, it is necessary to tighten requirements for carriers, make pre-trip inspections mandatory, ensure the availability of first aid kits, require technical inspections at least twice a year, monitor drivers' sleep and rest, and suspend the validity of taxi transport permits in cases of gross traffic violations."
"It is also suggested to digitize the register of taxi drivers, and in cases of serious traffic violations, to remove drivers from this register, thus terminating their activity. Transferring this sector to self-regulation does not solve problems and does not ensure compliance with requirements," - stated Ruslan Alkenyev.
Recently, we reported that the Mazhilis is considering a draft law that provides for the creation of self-regulating organizations, which will include measures to monitor vehicle drivers, ensuring the safety of taxi passengers.
The draft includes amendments for the creation of an information system within the self-regulating organization, which will subsequently be integrated with the intelligent transport system of the Ministry of Transport, ensuring the registration, monitoring, and control of self-regulating organization participants.
There will also be integration of this system, which will include taxi aggregators, with the information systems of relevant government bodies. The functionality of the information system will include digital verification of drivers during registration and order receipt.
The rules and standards of the self-regulating organization will establish the procedure for payment for rides, reflecting information about the carrier, passenger, time, and route.
