"No checks at all": The Prosecutor General's Office stated there is a lack of government oversight of driving schools by the Ministry of Internal Affairs.

The lack of government oversight for driving schools has resulted in the emergence of criminal schemes related to the issuance of driver's licenses in Kazakhstan, stated a representative from the Prosecutor General's Office during a Senate meeting, as reported by NUR.KZ correspondent.

"The weak discipline of drivers is influenced by inadequate training. The training of drivers has been left unchecked by the authorized bodies. The level of driver training has decreased; they obtain licenses without proper education in driving schools, and they simply do not know the rules," - stated Ruslan Alkenen, the deputy head of the committee for legal statistics and special accounts of the Prosecutor General's Office.

According to him, there are nearly 400 driving schools operating in Kazakhstan today, but their activities are not monitored by the Ministry of Internal Affairs (MVD). As a result, many of them conduct training formally, and some drivers receive licenses without taking exams.

"The oversight of the training process is the responsibility of the MVD. In the past two years, no inspections of driving schools have been conducted. The lack of control over driving schools has led to the training process being carried out formally. Many schools lack the necessary material resources, and instances of systematic issuance of driver's licenses at the Centers for Public Services (CNS) without exams have been identified," - he noted.

The official emphasized that such a situation creates conditions for the criminalization of the driving school sector. Additionally, the low quality of training is exacerbated by the lack of functioning vehicles for examinations.

"This indicates that such activities are moving into the realm of criminal interests. The low quality of driver training is worsened by the absence of conditions for an objective assessment of their preparedness. Almost all CNS lack functional cars, buses, and trucks necessary for exams," - Alkenen concluded.

It is worth noting that in April of last year, mandatory attendance at driving schools to obtain a license was reinstated in Kazakhstan. The MVD of Kazakhstan issued an order stating that before obtaining a driver's license, citizens must complete a driving school.

It was also reported that the Senate is considering other amendments to legislative acts concerning road traffic in Kazakhstan. Among them are a ban on taking exams in cases of drunk driving, the introduction of the concept of "average speed" of a vehicle, and the procedure for its calculation.

By autumn, it became known that Kazakhstani citizens would not be able to formally complete driving courses - the MVD then announced new measures. It was reported that certificates of completion for driving courses in Kazakhstan would be issued in electronic format.
