The Ministry of Labor explains why unemployment in Kazakhstan is lower than in Europe.

The Ministry of Labor and Social Protection has explained why the unemployment rate in Kazakhstan is lower than in European countries, as reported by a correspondent from NUR.KZ.

During a briefing at the SCK site, a journalist posed a question regarding the drop in the unemployment rate in Kazakhstan to 4.6%.

"As of the end of 2024, our unemployment rate stands at 4.6%. This is primarily due to the measures being implemented, including those by our ministry and regional akimats. Within the framework of investment projects, we are working across several directions. We have active employment measures in six areas.

As part of these active measures, we have created approximately 241,000 jobs. For employment in available vacancies, we have established 358,000 positions. Through private initiatives, around 315,000 jobs have been created. There are also additional measures being implemented in the field of training.

After the training for vulnerable groups (SUSN - socially vulnerable segments of the population - ed.), we provided grants to about 9,000 individuals from this category, resulting in the creation of around 3,000 additional jobs," said the Deputy Minister of Labor and Social Protection of the Population of Kazakhstan, Askar Biakhmetov.

The journalist sought to clarify one point by providing an example. He noted that in Finland or France, the unemployment rate exceeds 8%. He inquired whether this indicates that government agencies in those countries are less effective, or if the calculations in Kazakhstan are conducted differently.

"Currently, our unemployment data is recorded by statistical agencies. It is important to understand that there is a concept of registered unemployment, where individuals apply for registration and subsequent assistance, and there is unregistered unemployment, which refers to the overall count by the same statistical agencies.

Unemployed individuals apply to employment agencies in a declarative manner: they first register as job seekers, then as unemployed, and subsequently receive assistance measures. Therefore, the counting and registration are directly related to this," explained Aziz Ibragimov, Director of the Employment Department of the Ministry of Labor and Social Protection of the Population of Kazakhstan.

Previously, we reported that the unemployment rate in Kazakhstan is 4.6%. This figure is higher than in Russia, Kyrgyzstan, and several countries in Asia, Europe, and Africa, analysts report.
