"Samruk-Energy has reached an agreement with a Qatari company to construct a 1000 MW gas turbine power plant."

UCC Holding (Qatar) and Samruk-Energo have signed an agreement for the construction of a 1 GW gas turbine power plant in Kyzylorda, as announced by the holding company from the Middle Eastern nation.

“UCC Holding and Samruk-Energo have officially signed an agreement for the construction of a 1000 MW combined cycle gas turbine power plant in Kyzylorda, Kazakhstan. This marks an important step in our commitment to advancing sustainable energy and infrastructure development in the region,” the published statement reads.

At the end of November 2024, the Chairman of the Board of Samruk-Energo Kairat Maksutov and the CEO of Urbacon Concessions Investment (UCC) Mehmet Arif Ozozan discussed the advancement of the project for constructing a 1100 MW gas-steam power plant in the Kyzylorda region. The project is planned to be implemented to introduce new flexible capacities in the southern zone of Kazakhstan’s unified energy system (UES). It includes the construction of new power transmission lines, contributing to infrastructure development.

During the meeting, the parties reviewed key aspects of the project, which is being carried out under an agreement between the governments of the Republic of Kazakhstan and the State of Qatar to establish a long-term strategic partnership for the development of projects in priority sectors. The project's cost has not been disclosed.

In February 2024, during an investment roundtable on Kazakhstan – Qatar, attended by President Kassym-Jomart Tokayev in Doha, 12 commercial documents worth $17.6 billion were signed. Among them was an agreement for the implementation of the first phase of a gas processing plant with a capacity of 1 billion cubic meters per year at the Kashagan field between Qazaq Gaz and UCC Holding, as well as an agreement for the second phase of a gas processing plant with a capacity of 2.5 billion cubic meters per year at Kashagan between Qazaq Gaz and UCC Holding.

There was also an agreement for the construction of a new compressor station “CS-14” and the main gas pipeline CS-14 – Aktobe – Kostanay, and an agreement for the construction of the second string of the main gas pipeline Beineu – Bozoy – Shymkent between Qazaq Gaz and UCC Holding.

Additionally, a memorandum of understanding was signed for the joint implementation of a project to build a gas processing plant with a capacity of 6 (4+2) billion cubic meters per year at Kashagan among the Ministry of Energy of the Republic of Kazakhstan, Samruk-Kazyna, and Pearl Overseas LLC. These same participants also signed a document for the construction of a gas-steam unit with a capacity of up to 1144 MW in the Kyzylorda region, with a total cost exceeding $1.7 billion.
