"Starting March 5, applications for the "Nauryz" program will be accepted on the bank's portal, open to all Kazakhs, including representatives of vulnerable populations, young families, working youth, bank depositors receiving housing payments, as well as the working-age population in urban and rural areas. The amount of deposits over the last six years is irrelevant, but participants must have an official income," said Lyazzat Ibragimova.
She also announced that on March 17, the "Nauryz Zhumysker" program will be launched, which is part of the "Nauryz" initiative. Two programs are provided: "Nauryz" and "Nauryz Zhumysker."
"The "Nauryz" program is primarily aimed at young families. All applications will be accepted on the special portal otbasybank.kz, and selection will take place under highly competitive conditions. The application period will last until March 31. Last year, 7,746 Kazakh families were financed under the "Nauryz" program. The competition was intense, with around 26,000 applications submitted. The main criteria for selection were the absence of housing for the past five years and the presence of savings: those young families who had saved money over the last two years received an advantage," she explained.
The "Nauryz Zhumysker" program is specifically focused on working personnel.
"We decided that representatives of skilled professions should submit applications as a separate stream, without participating in the general competition. Therefore, starting March 17, all workers will have the opportunity to apply at bank branches at any time. The process will work as follows: priority will be given to those currently employed in skilled professions. Applications will be accepted in real-time — whoever approaches the branch first will have the first choice of apartments and loan processing," noted the head of "Otbasy Bank."
To submit an application, a work certificate will be required, based on which bank employees will verify the organization's BIN and its industry affiliation.
The program will primarily support specialists in skilled professions across all sectors of the mining and manufacturing industries, as well as workers in energy, transportation, agriculture, and water resources.
After that, the applicant's specialty will be verified — only representatives of skilled professions such as sample takers, technicians, technologists, and drivers will be able to participate in the program.
Employees working in these organizations but holding office positions - office managers, PR managers, accountants, and so on, will not be able to participate in the program.
"After verifying the industry PIN code, OKED (General Classifier of Economic Activities), and specialty, the applicant will be able to choose an apartment in the cities of Astana and Almaty. The maximum loan amount will be 36,000,000 tenge, while in all other regional centers, it will be 30,000,000 tenge. The housing purchased will be selected on the Baspana Market portal, where prices per square meter are fixed to avoid unjustified increases in property value. For example, if a worker, such as a railway worker, is located near the crossing No. 80, 90, or 96 close to Astana and wishes to purchase housing in a district center or mono-city where there is no primary housing, the program allows for purchasing on the secondary market," emphasized Ibragimova.
It is noted that if the apartment is provided by the developer in a clean finish, the down payment will be reduced to 10% of the housing cost.
We remind you that earlier, the launch of a new housing program for technical specialists, "Nauryz Zhumysker," was announced by the government of Kazakhstan. It was reported that the program covers workers in the industries of manufacturing, energy, transportation, agriculture, and water resources.
The government noted that this year, under the "Nauryz Zhumysker" program, it is planned to issue approximately 2,440 loans to representatives of skilled professions for a total of 72 billion tenge.
