Kazakhstan will streamline the process for obtaining government housing assistance.

In Kazakhstan, the process for applying for housing will be simplified. The country has developed an information system called the "Housing Provision Center," which allows families to register for housing online, according to the Ministry of Industry and Infrastructure Development.

Previously, housing policy was managed by the akimats. They were responsible for registering the population and allocating housing. However, in November, President Kassym-Jomart Tokayev signed a law that transfers these functions to the Otbasy Bank. This law will come into effect on May 24, 2025.

Currently, an information system called “Housing Provision Center” has been established at the bank. It will be integrated with 8 state databases. For instance, the integration with the Smart Data Ukimet system, which offers over 120,000 services, is now nearing completion.

Citizens will be able to submit applications online, without needing to visit an akimat or bank. The system will create a digital profile of the family, detailing their income, property, and other assets. Based on this information, the Otbasy Bank will make decisions regarding the registration of families for housing assistance. The distribution of apartments will also be automated, eliminating the human factor.

As of today, the information system is undergoing testing. Data about citizens who are registered has already been collected.

Housing from the state can be provided to veterans of the Great Patriotic War, orphans, large families (with an income threshold), socially vulnerable groups, civil servants, employees of budget organizations, military personnel, and citizens whose housing is deemed emergency.
