Global forum in Singapore: Kazakhstan showcased its hybrid model of public service.

The Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs, Darkhan Jazykbay, participated in the Global Forum of Leaders in Public Administration and the Global Government Summit held in Singapore. The event featured leaders and high-ranking officials from various civil service sectors in Singapore, Canada, the United Kingdom, Moldova, Estonia, Mongolia, and other countries, as reported by DKnews.kz.

The forum is focused on discussing the utilization of artificial intelligence capabilities and implementing digital transformation within the public service, talent selection, establishing high ethical standards among civil servants, and managing human resources.

During the panel session, the Chairman of the Agency for Civil Service Affairs, Darkhan Jazykbai, highlighted the Agency's efforts aimed at fulfilling the task set by the Head of State, Kassym-Jomart Tokayev, to transform the Agency into a fully-fledged strategic HR institution. He also shared insights on the application of recruitment methods in the public service, enhancing personnel capacity, attracting talent, implementing a digital selection system, and hiring qualified specialists for public service without competitive selection, as well as the experience of our country in forming a hybrid model of public service.

Participants emphasized the importance of sharing best practices in human resource management, leveraging artificial intelligence capabilities in public service, and noted the need for creating a "favorable environment" for innovations in artificial intelligence and ensuring its proper application. Foreign experts expressed interest in Kazakhstan's experience in attracting qualified specialists and talented youth to public service, the digitization of the public service sector, and the formation of a hybrid model of public service.

During his visit to Singapore, Darkhan Jazykbai held a bilateral meeting with Leo Ip, the head of the public service department under the Prime Minister of Singapore. The meeting discussed activities to be implemented in 2025 aimed at enhancing the competencies of civil servants as part of the memorandum of understanding between the Academy of Public Administration under the President of Kazakhstan and the Civil Service College of Singapore.

In addition, the head of the Agency for Civil Service Affairs held meetings on mutual cooperation with the leadership of the National University of Singapore and Nanyang Technological University regarding enhancing the competencies and professional skills of civil servants.

As a result of the meeting, a Memorandum of Understanding was signed between the Agency of the Republic of Kazakhstan for Civil Service Affairs and the National University of Singapore. The memorandum provides for the exchange of best practices in public administration and civil service, the organization of short-term training courses and workshops for the professional development of civil servants in leadership positions, and training based on the curricula of the Lee Kuan Yew School of Public Policy.

Furthermore, during his visit to Singapore, Darkhan Jazykbai conducted bilateral meetings with Catherine Little, Director General of the Civil Service and Permanent Secretary of the Cabinet Office of the United Kingdom, Taimer Peterkop, Secretary of the Government Office of Estonia, and Tsedewsureng Lkhagva, Chair of the Civil Service Office of Mongolia, resulting in agreements on mutual experience exchange regarding the development and digitalization of civil service.
