The establishment of such homes is part of the transformation of the social services system outlined in the Social Code of the Republic of Kazakhstan.

The director of the Department of Social Services at the Ministry of Labor, Syrym Nasi, reported that as of now, small capacity homes are available in Akmolinsk, West Kazakhstan, Karaganda, and Turkestan regions, as well as in the cities of Astana and Shymkent.

“In total, the centers are designed for 130 beds and are located in close proximity to the residences of service recipients, offering 8 types of specialized social services: social and domestic, social and medical, social and psychological, social and educational, social and labor, social and cultural, social and legal, and social and economic,” he noted.

The first small capacity home for children with disabilities opened on July 4, 2023, in Karaganda. On August 29, 2023, similar centers opened in Kokshetau and Shymkent, and on September 1, 2024, in Astana. In the future, it is planned to establish small capacity homes in all regions of Kazakhstan.
