As part of the law adopted in December 2024 concerning state awards, education, and the protection of children's rights, there are plans to increase the staff of guardianship and custody authorities by 2.5 times, reports Kazpravda.kz citing the Ministry of Education.
The government agency explained that this decision aims to enhance the protection of children's rights and strengthen the guardianship system.
For the first time, the standard staffing level for guardianship authorities has been established at one specialist for every 5,000 children.
“Today, the number of employees in district guardianship authorities has increased from 303 to 692. In 2025, this figure is expected to be significantly expanded, which will improve access to assistance for children and their families, as well as enhance the quality of work of the guardianship authorities. The new staffing norm is unique for Kazakhstan and aligns with international standards. Each specialist will now be able to work more effectively with children and their families, providing the necessary support,” noted Minister Gani Beisembaev.
The Committee for the Protection of Children's Rights at the Ministry of Education, along with the children's ombudsman, is developing methodological recommendations to increase the effectiveness of the guardianship authorities.
